    Theyre usually specialized in different species other than bettas, they know lots of things and have more members than this site :)

    Thats good. Why keep him there for two weeks? Id put him in in a few days, after a bit of tank rearranging. And idk if thats normal, Ive never had them do that.. You can ask in the Lounge or go to tropicalfishkeeping.com (youre a member because youre a member here!) and ask there in the appropriate section. Theyd probably know more than members here would.

    Opt instead for some plastic wrap with holes, he needs air!
    And yes, turn the lights in the tank off and try to keep around it dark. Its relaxing for both kinds of fish.

    That is up to you, cardinals and neons arent too different, though cardinals are a bit heartier. If you wish to do that, Id say sure.
    And that sounds fine, so long as you make freqent enough water changes it on, he'll be dandy. Just make sure he doesnt get knocked around by the filter, and if it has a lid of some sort, make sure it wont sink, because if it does, he will drown. Tie or tape to the side if youre nervous.
    It might be a little stressful for him, so turn off the lights until you figure out what youre gonna do with the tetras. That way, he wont see them as much :D

    This should be fine, yes. You should rearrange the tank a bit, too, so that the betta thinks its a new territory completley and will not be as agressive. Bettas last, tankmates first :D Is the tetra ok? If hes alive but hurt, put him in Quarentine and add 1 tsp aquarium salt/gallon.
    Make sure you have tons of hiding places, too, even if that means a temporary cup or something for now ;) I like using the mini-terra cotta pots they sell at stores and dollar stores, theyre small but cute and tetras like hiding there :D (wash first!)

    Oh? I didnt notice he even had fin rot...Its really not that hard to cure, even if it did. It gets hard when its not treated. Usually those "OMG FIN ROT SO BAD!!!" posts are people neglecting their fish, when they couldve cured it. Dont be scared! :D

    Its not too hard, no. Just dont bury the rhizome, or itll die.
