He has been like that since 5pm yesterday. He had popeye and the infected eye is still a little bigger. He hasn't eaten since 2 days ago, won't go near food .

Well my fish only lasted a few days after they inflated like balloons. How long has he been like that?? It's your choice to feed him.

Depends. Breeders who are spawned several times die sooner than fish that don't spawn. But in general life span depens on care. A betta in filtered and heated tank will last longer than one in a bowl. If you excersize your bettas (gently chasing him around with a net) he'll get the excersize he needs and some live up to 10 years that way!!!

Do certain species of betta last longer than others or is it a crap shoot?

That's your choice, I've never used it. But if you don't him to suffer than yes. That has to be the worst case of dropsy I've seen. It's a terrible disease. I'm sure you did nothing to cause this (unless you fed him live black or brown worms). Some fish just get it. :/

What about the euphanization medicine? So he doesn't suffer

Nope. It's kidney failure, once the kidneys go the whole body goes. Putting epsom salt in your water may reduce the swelling but dropsy is fatal. I'm sorry :(
