Yes, salt along with fresh de-chlorinated water will help his tail rays grow back.

If his fungus stopped popping up, I would continue treatment for 3 more days to make sure all Fungus cysts are also gone.

You said Ares is pale right? Well, did you remember to pre-mix the salt? Un-dissolved salt can burn your Betta's fins. Did you also get him a hospital tank? Your Betta is probebly pale because of salt burn. Make sure that you get him into fresh de-chlorinated water at 80-82 degrees.

I would add the salt everyday for 5 days twice a day. 1 teaspooon per gallon. Make sure you feed him a protein-rich diet for those few days of treatment. Other than that, your Betta should be fine.
