It is better if you do especially in a 10g with sand substrate, do you plan on live plants, if so, that will make thing easier.
You can safely cycle a 10g with a filter with the fish as long as you make the needed water changes of 2-3 50% a week or if the ammonia/nitrite reads 0.25ppm or greater. This is with 1-2 Bettas not overfeed and uneaten food removed

With sand-the water should clear after some water only changes, it can take one to ten 50% water changes all depending on the tank size amount of sand etc....
This is what I do and I use play sand-
Rinsing is important and recommended, however, due to my disability I can't and don't rinse my sand before I use it in my tanks and I can usually get the tank cleared up in a day or two. Right after I put the sand in (this is both new set-up and added sand with fish) I fill the tank half way and then siphon off all the water I can and re-fill and let it set for at least 24 hours without the filter running (if I use one) the next day depending if it is cloudy or not I remove at least half the water and replace and that night I will turn the filter on (if used) and my tank will be clear by the next day.

I am not sure on a King Betta, never had one and then I don't feed much store bought food anyway. IMO feeding also depends on the type of food and size of the pellet, you should post this on the forum to get a better answer...sorry I couldn't help more....
