How big of a tank are they in? How much decoration is in there? Female guppies can be nippy, that is not unheard of. What other tank mates do they have?

You may want to try increasing the amount of decoration in the tank, and at the same time rearrange the decorations already in there. The goal is to provide as much hiding space as possible, as many obstacles as possible between the 2 fish and places for them to get away from each other when needed.

The only other option is to move the aggressive fish to another tank or take her to the pet store and see if they will trade her for another.
