If you have not cycled the tank you probably need to be doing 2-3 water changes per week, it is hard to say not knowing your test numbers but the water changes can't hurt.

I reckon it's Velvet (Rust) Disease also called Oodinium. This normally is seen on the back near the head and on the sides near the tail and your fish appears to have it in these areas.
The disease is similar to Ich and as I mentioned in an earlier post the fish should be put in a quarantine tank with one teaspoon of aquarium salt per gallon of water, you may be able to borrow a small tank from a friend for a couple of weeks if you don't have a spare.
