Consider 2x4 with lag screws is easy and allows some creativity and when stained might look alright.
Make a rectangle the size of aquarium for the bottom support and make another rectangle the same size for the top, cover with plywood and connect the two with four legs. could be easier than cinder blocks

when making top and bottom supports turn 2x4 so the 3 and 1/2 side points up for more strength.
