I do agree you need to cool that water more. Just that you may cool it too much. Be careful dropping the temp. The other important thing brought up by marshallsea, was the oxygen. Major damage to the fish without the oxygen. Pushing the surface water with a fan is helping to keep these fish alive, but you should be making some bubbles too. Either an air pump, with an air-stone, or if you can get your filter return line to make the returning water push on the surface like a spray-bar.
