Well, depends on the area. If you live rural, then yes. Urban. Then no. And also depends on country! For example, melbourne water is one of the cleanest water, and many fish keepers in melbourne don't use dechlorinators as there's minimal amount of chloride, heavy metals and other additives. However, other places use a larger amount of additives, so dechlorinators are necessary! Similar to rain water, some are safe... others aren't. Use at your own risk.
Its important when using rainwater that you allow the container to settle and don't completely drain the container - as most of the "pure water" will stay near the top. Leave the last couple of inches and I would reccomend also in dechlorinating the tank as well.
