Okay, so the PH levels in the water that goes to my house is like REALLY high (at least 9.0). It takes a lot of PH decrease to bring it back down. However, people tell me not to fix the PH. So, now I wonder, what fish are great for really hard water? I'm thinking gouramis.

What size tank do you have?

FWIW High pH does not necessarily mean hard water. KH and GH determine hard water and reflect various ions in the water.

PH is raised by lowering co2. (among other ways sure.) In my planted tanks, including those with peat moss in the substrate, pH is purple (8.4-8.8) on the api high range test kit. Yet kh is 4 and gh is 9. On a 10 year old tank with no peat moss kh was 19 degrees and gh 40-50 degrees. (and pH was 8.4-8.8)

IMHO it is hardly harmful to fish to have a low co2 environment. But I did have some problems with neon tetras when no peat moss was in the substrate.

So if your pH is high solely due to plant action, just about any fish could survive as long as kh and gh are acceptable.
