Better is very subjective. I think fish are better because shrimp are just food or a cleanup crew to me. Kinda like snails (except the food bit). But there are some people out there who think shrimp are just the bees knees. Generally here I think you will find most people like fish more than shrimp. Now if you throw a little beer batter into the mix, it's gonna be shrimp for me
