Setting up my old tank again. Cycle again?

I want to set up my previous tank again. Its a 12 or 15 gallon tank. It has not been used for about a month, maybe a week or two longer. Do I have to cycle it again or can I just start adding fish after I make sure the tests show normal.

Has the tank had anything in it at all? If it's just been sitting around empty and dry, it needs to be cycled all over again. If it's been full with the filter running and some ammonia source in the tank (i.e. fish) then it's likely still got plenty of bacteria.
