OK, it doesn't sound terrible but there are a few things i'd like to point out.
The bala sharks like thir own company, groups of 6 or more are best and due to the size they grow to, you're looking at a few hundred gallons tank so I would say no, not a good idea.
I've never kept loaches but i know that geerally they like to be kept in groups as well so perhaps ditch him as well?
Rather than 4 of each of the 3 cories, you may be better off expanding the groups to 6 each, and having only 2 speices, I would go with the larger species as the pygmy species prefer even larger numbers yet.
Maybe add aother couple of otos, again they like larger groups, and the same with the danios.
So lets see,
Looks fine to me with the exception of the plec outgrowing it ventually, but as you said he comes with the tank, and I'm sure you're aware of his size. For the size of the tank you could afford to up the number of danios even further of you liked, or add a school of 6-8 of one of the smaller tetra species.
