A standard 55 is 21" tall. That's fine for angels. Unless you have a pair form you will be fine with that stoking and could probably add another school of tetras.
For comparison, in my 55 I have: 2 female angels about 3" lips to caudal peduncle, 8 Diamond Tetras, 5 High fin black tetras, 4 Albino anaeus cories, 8 Sterbas cories, 1 trilineatus cories (last survivor of 5), 6 metae cories, A breeding pair of Ancistrus and about 4 fry about 1 1/2" long. This has 2 Emperor 400's running, gets a 30% weekly water change, and is heavily planted.
So, to what you have, I would add an algae eater of some sort - an ancistrus, a Panaque maccus (if you have driftwood), or a farlowella, and another 8 rummies.
