Ok to add addition fish?

I just started up my new 30 gallon last week. Right now I have 4 Black Neon tetra in the tank. I've done the checks for ammonia, nitrites, and nitrates. All are reading zero. I did rinse out the just freshly changed filter from my 6 gallon into the tank to help with cycling.

Now, I'm coming from a 6 gallon tank that had the 4 Black Neon, 5 Neon tetra and an algae eater (yes, I know it was over stocked)

Would it be fine to add the 5 neon tetra considering that the readings are ok?

I would wait until you have some nitrates before adding more fish just to make sure you dont interrupt the cycle.

Are you using a liquid or strip tests for the water?

Also when adding fish you should only increase the bioload by 1/3 to avoid a mini-cycle.

I've been using the strip testers. I picked them up when I started the 6 gallon and I've not had any problems with that tank. Only lost 2 fish since Christmas. The first one died within the first few days. The second died 2 months ago. Not sure why.
