Please have a look at our fish profiles section, most of these are included and information on temperatures, numbers, tank sizes, companions, etc. is included. Second tab from the left in the blue bar across the top of the page takes you to the profile section.
Amanda is correct, neons are cooler water fish (mid-70's F max) wile rams must have 80+. You cannot compromise on such things as one (or both) fish will be the loser and be stressed and have health issues and early death.
As for stores, sometimes they have no choice, they have only so many tanks and have to put the fish somewhere, and know they (hopefully) won't be there long so as a temporary measure it can (note, can, not always does) work. Permanent conditions at home is a very different matter. And I know we all want to provide the best care for our fishes.
