Unhappy Help- Fairly Serious Injury

My Bolivian Ram has been through the ringer. He was getting beat up by my bully Festivum, so I moved him to our other community tank (Danios & shrimp). He survived a cycle of very high nitrite, but is still looking pretty shabby and won't/can't swim off the ground. His injury is pretty substantial (raised about 1/8"). He's hanging out in a polycarbonate tube (open on one end) so that the other fish aren't tempted to bug him. (see pic below)

I don't have a quarantine tank, but I've read that I can get antibiotics to put in the water, like chloramphenicol. Is this stuff harmful to my healthy fish? Where can I get jot? Is there anything else I can do to improve his chances of healing?

Medications could be very detrimental to shrimp. Sadly I don't know the best approach, I just though this could be a consideration.
