So I have an empty, cycled, 35 gallon hex with a 350 gph canister attached to an under-gravel filter. The pH is 6.5-6.8 for my water. Is this fit for freshwater angelfish? If so how many?

That would work for a breeding pair, if that is your intention. But for angelfish in general, they should be in a group (5-6) which means a 4-foot tank like a 55g is minimum. You can read more on this in the profile, click the shaded name Pterophyllum scalare.
