Does anyone have Dwarf Lily Pad Bulb planting experience


I purchases some dwarf lily pad bulbs and I put them in the tank 3 days ago, the package said not to put the bulb in the substrate but to leave it on top of the substarte. I was wondering if anyone had grown these plants before, and what the best method is "either in the substrate or on top". I think these are nice plants and I can't wait for them to sprout. The package says approx two weeks for growth, is this true?
