Clean waste

Hi
Great forum, I have found loads of useful info here already.
I have been given a tank by a friend, the short version is that despite doing a couple of water changes, there still is alot of waste at the bottom of the tank.

Is there a tool I can use to clean the waste away without having to do water changes?
Im worried about stressing the existing fish out anymore.

They do sell gravel vacuums (not siphons) that suck up the waste without removing water.

I think the more economical route would be to simply siphon the gravel every day until it is cleared up. As long as the temperature and pH match that of the current water the change of water shouldn't impose too much stress.
