10 Gallon Idea

I've been thinking of picking up a 10 gallon and what to put in it. I think I would like some Harlequin Rasboras. Would these be ok in a 10 gallon and how many could I fit? I may also want to eventually add some otos or maybe a few pygmy cories. I think I would like to use sand as the substrate and try my hand at a few live plants. What are some easy to grow low light plants for a 10 gallon. Is sand ok to use to plant in? I don't plan on using CO2 or anything I just want something fairly simple.

Any other ideas you guys might have would be greatly appreciated.

Easy low light plants for a 10 are java fern and java moss. For java fern, do not plant the rhizome, it will cause the plant to die. Most people tie java fern to a piece of driftwood or something like that to keep it from being buried.
