Fully planted with easy to grow plants:

(I would get a couple small pieces of aquarium driftwood since neons like the acidic side, and they add dimension.)

Java moss (on driftwood and in the foreground) 1 clump or portion, whatever
Java fern placed around randomly, on driftwood and on the substrate (read, ON the substrate. Just set it in the tank and ignore it. there are two diff. kinds, I would get both for variety.
a small cryptocyrne
and some kind of stem plant for the back wall of the tank. IMO mexican oak leaf plant would be great.

My 10g with guppies has them but with an aponogeton instead of a crypt. (dont have mexican oak leaf yet, but I'm going to get several stem plants, and thats one of them.)

Some people say bunch plants are more trouble... They grow faster and you have to prune them.
The fast growth absorbs the nitrates and harmful chemicals, and the prunings can be planted to form a new plant. What's not to like? or you can sell the cuttings...
