Nope. Diamonds are deep-bodied and the tetra shown is slim-bodied or at least torpedo in shape.:) More like black neon but a clearer pic can help.:)

Its a Hemigrammus armstrongi or a Hemigrammus rodwayi .( i think)

Its around .5 inchs and is very fast.
