Is that the filter stem? And is the white coating just on this, or elsewhere? Will it come off with your fingers easily?

That is the heater but it was on the filter and on some gravel. I haven't touched it but I rinsed off the cup that goes on the filter to keep out large stuff and it rinsed off rasily

If you mean the biofilm, possibly, but there is a biofilm on all surfaces including throughout the substrate so i wouldn't worry.
