Tank filling

Hello everyone, im finally in the proccess of getting my 30 gallon tank back up and running, however im stuck. Today im goin to be washing the substrate and putting that in the tank. I have my new filter and heater all ready to go and will be ready to fill the tank up but here is my question. I am going to be adding live plants, should I wait to fill the tank when I get them or should I fill it and then put them in. I have heard that filling it half with water, putting them in, then filling it the rest of the way is good too?

I find it easier to put the plants in the tank when it's only 50-65% full. Having said that, it's perfectly fine to put the plants in after the tank is full.
