If ammonia is 1 and there are fish, do a partial water change, use a conditioner that detoxifies ammonia (not all do). One that also handles nitrite will be good, there are two I know of that do both, Seaqchem's Prime and Aquarium Solutions Ultimate. If you have live plants, this will reduce the cycling and may eliminate it completely with enough plants and a few fish.
If you already use a conditioner that detoxifies ammonia, then ignore the water change. Detoxifiers work by changing ammonia to harmless ammonium. Plants and bacteria use ammonia/ammonium together, and test kits will show both as "ammonia."
