New Tank/Filter Question

Just bought a cheapo 9g "B9" model Odyssea aquarium kit. I want to put my betta in there, but have a newbie question about the internal power filter. It hangs down in the tank and I'm not sure how high to fill the water level because of the electrical cord. Common sense tells me you don't submerge a power cord in water, but if I didn't the tank would only be like half full. So what level should I fill the water to? Here are some pictures to show what I mean. Any help greatly appreciated!

I am not familiar with that type filter.
Does it say on the box that it is sumersible?
I do have sumersible heaters & powerheads with the cords under water, and that is fine.

i don't have any experience either, but like TM said, I have submersible heaters and the cord are running underwater with no problem.

most if not all internal filters are submersible. cord in the water is fine.

Fill it right up. It appears to me the equipment is supposed to function with part of the cord in water.
