even if the tap water had ammonia in it, it should cycle somewhat in 2 weeks and not show up on a test strip that high or at all. Have you done water changes in that 2 weeks? The cycle does not begin in any tank really until a continual supply of ammonia is added. Most do that by adding a few starter fish but some do it fishless by adding flake food or pure ammonia. Definitely read the sticky on here and research the nitrogen cycle...it is one of the single most important things to know about keeping fish.
