if i were you i would bring back the red devils and get some smaller fish before you get anymore attached to them. it will probably be the best thing to do. that or get a really big tank. there are many other cichlids out there that will stay small like dwarfs, lemon cichlids, Electric Yellow Cichlids, or checkerboard cichlids. these are just a few.

You could probably keep the African cichlids in the 30 gallon and the others in the 40 gallon. This would only be a short term solution while they are small though because as the Red Devils and Blood Parrot mature there will be more aggression toward each other and you'll have to either get a very large tank or re-home them. You might be able to get away with 1 red devil in a 40 gallon but I'm not sure. What are the dimensions of the 40 gallon?

LOL I don't know...my fish are also active when their tank light is out but the room lights are on (Especially the cories and the pleco). It's probably when the room is completely dark that they finally catch somes zzzzs.

The tank is 36 inches long and 18 wide.

Money...they sell you fish, fish then die one way or another, so you go back and buy more. They don't care, so it's up to us to do our research before we buy even if it means more than one trip to the pet store (and who honestly only goes once anyways? I'm lucky if I only go once a week!)
