do not need a heater as they are cold water fish. As for a filter, I would get a MarineLand Penguin Bio-Wheel 150. Lighting is optional, if you do get lighting for the tank, be sure not to leave it on for longer than 12 hours.
Also, only get one Goldfish
, despite what petsmart says, they normally need quite a large tank.
