As for a filter, I would get a MarineLand Penguin Bio-Wheel 150. Lighting is optional, if you do get lighting for the tank, be sure not to leave it on for longer than 12 hours.
Also, only get one Goldfish, despite what petsmart says, they normally need quite a large tank.
