BGA in planted tank with good levels - How to fix?

I have a 2 month old 20g tank that is moderately planted. Here are my readings:

Ammonia: 0ppm
Nitrite: 0ppm
Nitrate: 5-10ppm
pH: 7.2 stable
phosphate: 0.25ppm

I have Blue-Green algae that has begun to grow over some of my java-moss (which is already covered in hair algae). It's growing rather fast, as it tends to do, and I've already taken some out with a toothbrush (along with some of the hair algae). I have 3 amano shrimp in the tank, but they hide in driftwood all day long and I never see them. Any way to combat the BGA without destroying my biofilter with medicine?

I use an Algae Destroyer.
I don't know the exact name, but just ask a LFS for that.
It worked for me- however I do not know if it will kill THAT type of algae as it seems to be aggressive, and it may be harmful to any shrimp...

I've got cherry shrimp, they do a number on algae and they seem to be less scared of stuff.

To my knowledge, there isn't any freshwater fish or invert that eats the BGA. My cherries don't touch the hair stuff in their tank either. Since BGA isn't exactly algae (it's cynobacteria), I'm not sure the algae destroyer would work. Good thoughts though, thanks.
