Sponge filter power/flow

Okay just got my Hagen Elite double sponge filter today. This is my first experience with using a sponge filter. I am running it with a Marina 100 (formerly Elite 801). It is in my 30 gallon (36x12x16). I have it in the back right corner on the short wall. I have the air pump going into a 3way gang valve. One to the check valve and filter, one to an air stone that is just hanging and the 3rd is closed.

My question is....how do I know what the right balance is? I have been messing with it all night. Currently I have the air stone completely closed just to get some of the cloudiness out. There are no fish/plants in the tank yet (some plants will be here tomorrow!). Also how close to the surface should the output be?
