I am going to be equipping my 55g with an Emperor 400, Should I place this off to one side or centrally?

Most of the canopys that fit the top of the tank only have a place that is easily notched out on one side or the other. depending on what type of canopy you have you may be able to make the emperor fit in the middle which in my view, would give better circulation throughout the tank.

Do you have a picture of your tank? My 55 gallon had a center brace that made me put my Penguin 300 (roughly the same size as your Emperor) off to one side. The circulation was always a problem. Central is better.

Take it from me then, get yourself something to move the water in the other half of the aquarium. Your intake tube will be far to one side of the aquarium and the water on the other side will not have great flow. I had a 55, I put my filter on the right hand side, looking from the front. The right side stayed clean, not much detritus. The left side was pretty bad. There was little to no flow and lots of detritus settled out there. I'd highly recommend something to get the water moving in that side of the tank. Maybe a small power head or HoB filter.

I have 2 HOBs on my 55, one on each side. You may want to consider getting another filter for the other side, especially if you're going to stock the tank with cichlids.

I do have an extra filter that came with the tank (I think its a Tetra). I just don't want to replace the cartridges on this as well as the emperor, cost wise... Maybe I can get some cartridges and rig them to use just filter floss or something like that... Ideas?

That's what I'd do. Use filter floss or maybe one of those bonded filter pads, something for some mechanical filtration. The idea is to get the water moving down there. The Emperor can handle the biological and any chemical filtration you want to do. For a while I had a Penguin 170 on my tank as well packed full of filter floss. It was purely for water movement and water polishing. Worked very well too.
