Real hard water like that you might want to rethink your approach. Central American fish tend to be able to handle hard water: firemouths, swordtails, mollies, dragon gobies, American Flag fish.

Your other option would be to get a big ol trough and peat filter the water until it softens. It will end up the color of wee wee after 4 beers, but it should soften and acidify a fair amount.
