i'm starting a planted 2 gal nano. i will be making a canopy with a CF bulb in it. my question is, would it be good to use a 20w bulb? also the one im looking at is a 50/50. 50% 10000k daylight and 50% Actnic blue.. good choice?

A 20watt bulb should be fine, but you would be needing to use CO2 also. There are no benefits for the plants with actinic bulbs, it's basically more for aethetic reasons in a FW planted tank. Since it's a 20 watt bulb and 50/50 10000k and actinic, then it would probably be more like 10 watts that you will be using.
