LED Plant Lights and Air Pumps

Hello!

I have (hopefully) going to be setting up 2 10g aquariums and a 20g long soon, and I have been wondering what would be the best equipment for this set-up. These are going to be planted tanks with no CO2, but I would like a LED hood, preferably under ~60$. I have heard decent things about the Beamswork brand, but they have different variations and I am kinda confused on that front. Any suggestions for which hood I should choose for plant growing?

I would also like to have these 3 tanks (and maybe a QT) run sponge filters from the save air pump to avoid having a million electrical cords hanging around. The total gallons would be ~40, so what should the total output need to be? This air pump will also be in my bedroom so minimal noise is the goal here, and I assume that avoiding excess outflow would help this.
