Jump from bowl to aquarium

I have a betta that has been kept in a smaller bowl and due to winter I am going to upgrade to a larger 5 gallon tank. More specifically, I'm going to need to install a heater because my house is usually kept between 68-72 in the winter and it will be too cold for the fish.

So I have a two plants now. I think I will buy a couple more. Use ecocomplete substrate. I have this light:
Amazon.com: Mini Power Compact - Colormax - 20W - 8 in.: Home Improvement Amazon.com: Mini Power Compact - Colormax - 20W - 8 in.: Home Improvement
(is it still enough?)

What heater should I buy? I would like something that will keep the tank heated automatically without me having to monitor it constantly. I am not home enough for this. So it needs to be appropriate for a 5 gallon tank and it needs to be able to automatically read water temp and turn off and on reliably as necessary.

Thanks for the help!

Yes, you want one with a thermostat. I have 25W heaters (Aqua One) in my 20-litre tanks and they've been reliable.

I have a Petco 50w submersible in my 5 gal tank. Bought it because they were out of the Marinelad Visatherm at the time (which was always my first choice).

It's worked great for two years now. Temp. is always at 80. I went with the 50w because we keep the heat at 60 at night during the winter.

This is my filter: Foam Aquarium Biological Filters: Oxygen Plus Bio-Filter 3 & 5

What do I do with the bent pipe at the top? Is it supposed to stick out of the water or be under the water? Also how much airline tubing do I really need?
