Heater Problems!

I recently bought a new heater, and it turns on but it can not maintain a normal temp., meaning that if I turn it down, even a little, it can not heat the water and the temp. drops. If I'm being confusing, I mean that it turns on but can't really heat the whole tank, should I buy another heater to help heat the water. The current heater is rated for 60g. but my tank is only 37.

How many watts. if it is 100 then thats okay. but if it isnt turn it back and get a new one. that thing is broke. there are heaters that stay at the same heat. no turning the knob. i use it for my 5 gallon. you can also get ones for 30 to 60 and 10 to 20
