Biofilter Odor

Hello,
I just set up a 4 gallon to hold 7 fry kribs. I have been dosing Seachems stability daily for 3 days now and I noticed an odor coming from the tank. The filter has activated carbon in fiber pouch. I thought the odor was in the water but a sample of it smelled clean.
The odor was traced back to the biofilter. When I first set this filter up, the biowheel made so much noise that after 24 hours I decided to remove it and then placed cylinder shaped bio-media in a bag and placed that in the filter. Now the filter is silent. This filter has a loose cover that sits on top of the filter and I wonder if the bio-media is getting enough oxygen that could cause my problem. The water flow creates some surface movement. Your thoughts?

The odor is gone. I added another dose of stability and had taken the cover off to expose the biofilter, most of which is submerged. I think the stability product solved it.
