Swamp darters "riding" each other

So I've never seen fish get it on, but I just saw one swamp darter like riding on the back of the other...
I tried to take a picture but they took off when they saw me, when normally they come to me.

Possible mating?

Possibly mating. Did there colors look more intense because that could be a pointer on if they are or not.
