Keep them clean, properly fed a well rounded and nutritious diet, give them plenty of space (large tank) with lots of decor for territory, and watch as they grow and hopefully pair up. Its near impossible to tell the difference in sex until they are mature, and just mixing male/female doesn't always mean they will pair. Their spawning will be the same as the standard Jack Dempsey and other similar large cichlids. The electric blue is just a color strain of the Jack Dempsey, otherwise its the same fish. There is plenty of info online about breeding.
