OK- did a bit more reading. They actually like colder water than most tropical fish. 24 C is good for keeping them. To get them to breed start slowly raising the temp to 26 C and start reducing the water level (like bettas), also condition with live foods. You'll be able to tell the female is ready because she'll become plump with eggs and become more colorful. You can do the standard betta introduction to get them ready too.
