you can keep 100-150 cherry shrimp in a 10g..they are easy to keep, just keep the water clean and do regular water changes and they'll breed;they eat about anything you feed them. You can get a 10g "kit" at Walmart for around $24;tank,lights,filter all you need is a small heater and some plants like Java moss and a sponge filter;around $6 from fosters and smith or a piece of foam or netting to put over the filter intake that comes with the tank kit..get a bag of QwikRete playsand for $4 at Home Depot,or some pool filter sand..or if want to spend a little more $
Eco-Complete looks awesome and is great for plants.I have playsand in one RCS tank and cheap Walmart gravel in another, soon to be switched out for eco complete though.
check aquabid.com for cherry shrimp,I got 35+RCS shipped for $18 that came with some Pellia and Java Moss
