BAP points are points award by clubs, usually affiliated with FAMA, that awards breeders points for spawning and rearing based on difficulty level. I have long been a participant and have been fortunate enough to accrue nearly 4000 points. I have not turned any spawns in for over 6 years, so I should have more, but it is no big deal to me any more. For some it is an obsession. For me, having a species spawn is a validation that I am doing something right.
Here is a club in your hometown. They have no website. Your lfs may have information on how to get in contact with them. I would try to go to an established lfs, a "ma and pa" store. Those would be my first choice to check on a club. The "big box" stores haven't been around as long.

As far as breeding them, I have a link here that should give you the needed information. I checked my notes and they are very vague. I even had a hard time deciphering them.
