Breeding

Does a breeding tank need to have a heater?
what size should it be?
Should i have "pebbles" on the bottom?

If you are situated in an area where there is winter season, then you need the heater. What species are you going to species? Assuming you are going to breed bettas or gouramis, as most of the gouramis are bubblenesters anyway, you don't need pebbles as they breed on surface level. What you need is floating plants.
