Tetras only have one dorsal fin. Rainbows have two, so I'm guessing these are some sort of rainbow that came in on the plants. Still too young to tell which species, though.

That is without a doubt a rainbowfish fry. Probably Melanotaenia spp. Possibly M. mccullochi. There is a possibility that it's one of the Pseudomugil spp. (the eyes may blue up as they grow), but I would think it would be more grown after a month if it were. The double dorsal is diagnostic in this situation (fry appearing in tank with the introdution of new plants.)
