I have a 5 gallon with just Red Cherry Shrimp. I really like watching them. They breed like crazy, and can be used a live food for whatever fish you get. Have you looked at Endlers? Those are so colorful but so small you could put a bunch of males or females in your 15 gallon. They do breed easily, so I would be cautious about mixing sexes.
