You said in your original post that he looked like a betta attacked him. I hope that was just a descriptive phrase to explain what he looks like, rather than a possibility, since bettas and goldfish require vastly different water conditions.
I don't know that much about goldfish, but I do know that Melafix works with fin/tail issues with my livebearers and cories. I use it when clean water doesn't seem to be doing enough, even with salt. It is an antibacterial, but is not an antibiotic. Salt is also antibacterial, but not an antibiotic.
Could he have been catching his fins on the plastic plant and tearing chunks out that way? That happens sometimes with bettas and plastic plants. Live or silk would probably be better.
