You need at least a 24-inch tank for a pair of Bolivian Ram, they attain 4 inches and the female needs space to escape the male; two males would not survive long in anything under 3 feet, one would likely hound the other to death.
I agree with ladayen, you are maxed out, but both fish species would do better with more. But rather than risk trouble, I would leave things as is, even though it is not the best for the fish in question.
We have profiles of fish and plants, second tab from the left in the blue bar across the top. If the fish/plant scientific or common name appears in a post exactly as in the profile, it will shade and you can click on it to see the profile, example Harlequin Rasbora and Zebra Danio. Please have a read.
