What size is the tank? Your other tiger barb is losing its color because it is stressed out from the constant harassments. Add more hiding places and add more tiger barbs. For a group of 6 tiger barbs, a 20g should be in order. More than that, a 30g and over is a must. They prefer plenty of space and considering their size at 2.5 inches, they are also liable to harass smaller tankmates so be particularly selective in choosing their tankmates.

Any other fish in the tank? Provided your tank is already cycled, do add 6 more to a total of 8. Tiger barbs however can seriously limit your stocking options due to their fin nipping habits.

Tiger barbs are quite nippy and can harass each other and other fish quite a bit. I'd recommend adding more decorations and keeping at least 6 of them.

Also, the puffer is not a peaceful fish. While you may not see aggression yet, believe me, it's coming. Also, they should be kept in brackish water.
